Federal Program
The Economic Mobility Pathways Pilot (EMPP) is created to help skilled refugees immigrate to Canada through existing economic programs.
The pilot program combines economic immigration and refugee resettlement and providing two available pathways to apply to the EMPP.
In the first pathway, you have the option to directly apply to Federal based on your work experience, education and language skills either with or without job offer.
In the second pathway, you will apply for one of these immigration programs before the EMPP:
  • Atlantic Immigration Program (➨Page)

  • Rural and Northern Immigration Pilot (➨Page)

MINIMUM REQUIREMENTS

The following requirements must be met to be eligible to apply under the Economic Mobility Pathways Pilot:

1- Refugee Status

You must be a “convention refugee” or “country of asylum refugee”. The IRCC determines if you meet one of these definitions or you have a referral letter from one of its partners (TalentLift, Talent Beyond Boundaries or Jumpstart Refugee Talent) stating you do.

You must be outside Canada and your country of persecution and have no durable solution in the country you’re living in.

2- Admissibility

You must be admissible to Canada, meaning you are allowed to enter Canada. Reasons for inadmissibility can include security concerns, criminal offences, human rights violations, health or financial reasons, and failure to comply with Canada’s immigration laws.

3- Eligibility for an Immigration Program

You must be eligible for one of the following economic immigration programs:
  • Atlantic Immigration Program (➨Page)
  • Provincial Nominee Program (➨Page)
  • Rural and Northern Immigration Pilot (➨Page)
There are some exemptions to requirements if you are applying under AIP or RNIP:
  • You don't have to prove you worked the number of hours asked for in the timeframes listed. Instead, show you worked the same number of hours before applying.
  • If you need, you can apply for a loan to support yourself and your family in Canada (settlement funds).

The BENEFITS OF EMPP

The EMPP will make it easier for you as a refugee to become eligible to specific economic immigration programs and to complete and submit your application and begin your new life in Canada.
Through this pilot program:
  • The application and biometrics fees are waived for your and all your dependants
  • Your application will be reviewed and processed in six (6) months or less
  • The cost of pre-departure medical services and medical exams are covered through the Interim Federal Health Program
  • You can get a loan through the Immigration Loan Program (ILP), to help with costs such as travel costs, living start-up costs and the right of permanent residence fee
  • You can have access to the Canadian Orientation Abroad Program to help you settle in Canada

WHAT STEPS SHOULD YOU TAKE?

Step 1: Meet the Definition of Refugee

You must meet one of the two legal refugee definitions:

Convention Refugees Abroad Class: A person who is outside their country of origin or the place where they usually live because they have a legitimate fear of being persecuted there due to their race, religion, nationality, membership in a particular social group, or political beliefs.

Country of Asylum Class (Humanitarian-Protected Persons Abroad): A person who is outside of their home country or country where they usually live and is seriously affected by civil war, armed conflict, or a massive violation of human rights.

Step 2: Get Help from a Partner NGO

As a refugee, you can apply for the Economic Mobility Pathways Pilot (EMPP) on your own or with the assistance of a non-governmental organization (NGO).
There are seven non-government organizations that can help you connect with employers in Canada, prepare for a job offer, and then apply for the EMPP.
Some partner organizations can provide you with a referral letter, making the application process faster and easier. Other partner organizations can assist you with your application, but they will have no effect on the documents you must use.

With your application you must submit a copy of one of the following documents:
  • A positive Refugee Status Determination (RSD) from the UNHCR, or a refugee-hosting state
  • Proof of being an asylum seeker abroad registered or recorded by the hosting state where the foreign national is residing at the time of their application for permanent residence
  • Proof of being registered or recorded as a person of concern by the UNHCR, if a positive RSD has not been obtained yet
  • A trusted partner referral letter (IMM 0183), valid at the time of the application, issued by an organization with a Trusted Partner Arrangement

Step 3: Apply for One of the Economic Programs

To be eligible to participate in the Economic Mobility Pathways Pilot (EMPP), you must first apply for one of the following participating economic immigration programs:
  • Atlantic Immigration Program (➨Page)
  • Provincial Nominee Program (Skilled Worker/Employer-driven programs)

    • Newfoundland and Labrador
    • Northwest Territories

If you are applying under any of the participating provincial nominee programs, you must first get a nomination from the province.
Under EMPP, you are not required to provide a police certificate (unless requested), and you are not required to pay application or biometrics fees. You can apply for a loan to cover the Right of Permanent Residence fee.
You can complete your application online in the Permanent residence portal or by email. If you completed your economic immigration application online in the Permanent residence portal, you must complete your EMPP application online as well. You’ll then submit both applications together through the portal.
If you are using the PDF forms and submitting by email, you must complete your EMPP application this way as well. You’ll then email both applications.

You can apply for the EMPP on your own, or with help from one of the NGO partners.
Apply Online

You may submit your application using the IRCC Permanent Residence Portal (PR Portal) (➨ immilib.com/PR-Portal).

If your application is complete, you will receive a letter or an email confirming that your file has been received and accepted for processing. This letter is called the Acknowledge of Receipt (AOR) and will include your IRCC file number.
Once you have received your acknowledgement of receipt, you can create an online account and link your application to it. By creating an account, you will be able to receive email updates and a more detailed case status.

If you prefer you may send your email to: IRCC.INEMPP-PVAMERI.IRCC@cic.gc.ca.

In the subject line you must enter: EMPP application for [principal applicant’s family name, first name].
Within 48 hours of submitting your application, you should receive an auto-reply email.
Your application will be first reviewed if you’re eligible for the EMPP. If you meet the EMPP eligibility requirements, your application will be reviewed to ensure that you are also eligible for the economic immigration program to which you applied for.

Step 4: Biometrics

During processing, you will be asked to submit your biometrics. As an EMPP applicant, you and your family members are exempt from biometrics fee. To review your eligibility for EMPP, you and your family members may be invited to an interview and you must give your biometrics at the interview.
You and any member of your family between 14 and 79 years old need to give your fingerprints and photo (biometrics) for permanent residence application you submit.
In order to give biometrics you need to go to an official biometrics collection service point. You must give your biometrics in person.

Step 5: Medical and Background Checks

After the assessment of your application based on the eligibility criteria of the program is completed, a decision is being made on your application based on the results of your medical exam, police certificates and background checks.
You and your family (and all your dependents, accompanying or not) must pass medical, criminal and security checks to receive permanent residence. If you or any of your dependents are found medically or criminally inadmissible, your application will be refused.
Medical Checks:

Instructions on how to get the medical exam done will be sent to you upon completion of selection based on the program’s eligibility criteria. You and your dependents must go for the medical exam within 30 days of receiving these instructions. Only an approved panel physician (➨immilib.com/PP) can do a complete medical exam for immigration reasons.

Once the exam is done, the physician will send the results to IRCC and will give you a document confirming that a medical exam is done.
Background Checks:
Background check is a required procedure to verify your criminal and/or security background to ensure you are admissible to Canada. Criminality and Security together are background checks. Criminality check is performed by RCMP (Police Service of Canada), and Security by CSIS (Canadian Security Intelligence Service) and CBSA (Canada Border Services Agency).

Step 6: Landing in Canada

If your application is approved, you will be asked to pay your right of permanent residence fee if you haven't already done so.
You will receive a Confirmation of Permanent Residence (CoPR) and if you are from a country that requires a visa you will also be issued a permanent resident visa.

You will only become a Permanent Resident of Canada when you cross a Canadian port of entry. This is referred to as ‘landing in Canada' (➨Page).

You must land in Canada before the expiry date, which appears on your Canada Immigration Visa. Usually, the expiry date is one (1) year from the time medical examinations were completed. As this is not always the case, be sure to verify the expiry date as soon as the Canada Immigration Visa is received.
