APPENDIX 6: List of Immigration Regulatory Bodies
AUTHORIZED IMMIGRATION REPRESENTATIVES
There are four types of professionals who can represent prospective immigrants to Canada for a fee:
- registered immigration consultants
- lawyers
- licenced paralegals in Ontario
- notaries in Quebec
Immigration consultants must be a member of the College of Immigration and Citizenship Consultants (➨immilib.com/Consultants),
Lawyers must be a member of a Canadian provincial or territorial law society (➨immilib.com/Lawyers),
Quebec Notaries must be a member of the Chambre des notaires du Québec (➨immilib.com/Notaires),
Paralegals (Ontario only) must be members of the Law Society of Upper Canada (➨immilib.com/Paralegals).
QUEBEC REPRESENTATIVES
The following Authorized Immigration Representatives can represent prospective immigrants to Quebec for a fee (➨immilib.com/Quebec-Representatives):
- Members of the Barreau du Québec
- Members of the Chambre des notaires du Québec
- Individuals who have been granted special authorization by the Barreau du Québec or the Chambre des notaires du Québec;
- Immigration consultants who are registered with the Québec directory of immigration consultants recognized by the Ministère.

SASKATCHEWAN REPRESENTATIVES
The following Authorized Immigration Representatives (paid or unpaid) can represent prospective immigrants to Saskatchewan:
- A close family member
- Lawyers in Canada in good standing with a provincial law society
