Manitoba Provincial Nominee Program (MPNP)

The Manitoba Graduate Internship Pathway allows the province to nominate international student master and doctoral graduates through internships contributing to industry innovation in Manitoba.

Eligible applicants can apply to the Manitoba International Education Stream – Graduate Internship Pathway by creating a profile in the Expression of Interest (EOI) system.

Graduate Internship pathway is one of the three (3) Manitoba International Education stream pathways, which also includes Career Employment pathway (➨Page) and International Student Entrepreneur Pilot (➨Page).

MINIMUM REQUIREMENTS

The following requirements must be met if you are applying to Manitoba International Education Stream – Graduate Internship Pathway:

1- Education in Manitoba

You must have completed a master or doctoral degree program in Manitoba within the past 3 years.

2- Language Ability

You must have an approved test results taken within two (2) years and have obtained a minimum score of Canadian Language Benchmark CLB 7 in all for abilities in English or French (➨Appendix 5).

3- Internship in Manitoba

You must have completed a Mitacs (➨immilib.com/mitacs) Elevate or Accelerate internship program with an eligible industry and research enterprise in Manitoba.

Mitacs is the key link between industry and post-secondary institutions. Mitacs Elevate program is a postdoctoral fellowship for one to two years that includes a research management training program. Mitacs Accelerate program is a paid internship at an organization that needs your expertise.

4- Settlement Funds

You must show that you have enough money for you and your family to settle in Canada based on 50% of Statistics Canada’s Low Income Cut-Off (LICO) (➨Appendix 2), unless you are employed in a full-time, long-term position in Manitoba.

5- Residence in Manitoba

You must be residing in Manitoba at the time of application.

You must show the intent to continue to reside in Manitoba after nomination, including the submission of a Career Employment Plan demonstrating opportunities for a successful career track in Manitoba.

6- Ineligibility

You are not eligible to apply under the Manitoba International Education Stream – Graduate Internship Pathway if:

You are an international student who graduated in another province of Canada.
You have current application in process through another immigration program.
You have been refused by the MPNP within the last six (6) months.
You are a temporary foreign workers currently working and residing in a province other than Manitoba.
You are registered in the federal Live-in Caregiver Program.
You are a refugee claimant in Canada, a failed refugee claimant, had a removal order, are prohibited from entering or being in Canada, do not have status in Canada or are living illegally in your country of residence.

All International Education Stream applicants who have the minimum requirements are then ranked against each other based on the Manitoba EOI ranking system. Only the highest ranking applicant will be invited to apply in every round of invitation.

Candidates working in an in-demand occupation will be prioritized during Expression of Interest draws. Many occupations on the in-demand list (➨immilib.com/MB-OID) are limited to specific skilled streams of the MPNP and candidates must meet the specific criteria and requirements for one of the specific pathways listed under each stream.

In addition to the International Education streams, the EOI ranking also applies to the Skilled Worker Overseas Stream (➨Page) and the Skilled Worker in Manitoba Stream (➨Page).

Factor 1: Language Ability

To be awarded point for language, you must have taken an approved test results. Test must be taken no more than two (2) years prior to the date the EOI is submitted.

To prove you language abilities you must take any of the following approved tests:

English: IELTS General or CELPIP General or PTE Core
French: TEF Canada or TCF Canada

You’ll get points based on your age on the day you enter in your EOI profile.

You can get points for the number of years you’ve spent doing full-time paid work (at least 30 hours per week) within the last five (5) years.

You can claim 100 additional points for being fully recognized by provincial licensing body if you are working in a profession or trade that requires licensing in Manitoba and you have completed all necessary steps to become licensed / certified to practice in Manitoba.

Factor 5: Adaptability

Adaptability points are based on the type of connection you have to Manitoba. All candidates must have at least one type of connection to our province. If you have more than one type of connection, you will receive Adaptability points on your highest scoring connection.

Unless you receive the maximum of 500 points for adaptability, you may receive additional 50 points if in connection to your connection to Manitoba your destination is outside Winnipeg (the Manitoba capital region).

WHAT STEPS SHOULD YOU TAKE?

Step 1: Complete Your Studies in Manitoba

In order to apply under the Manitoba International Education Stream – Graduate Internship Pathway, You must have completed a master or doctoral degree program in Manitoba

If you don’t have this, the first step would be to obtain an acceptance letter from a designated institution in Manitoba, apply and receive a study permit (➨Page) and complete your studies.

Step 2: Complete Internship Program

One requirement of the program is that you have completed a Mitacs Elevate or Accelerate internship program with an eligible industry and research enterprise in Manitoba.

You can start an internship at any point in your academic program. You must maintain that status throughout your internship.

Elevate program is an annual fellowship for up to two years. Elevate includes a research management training program and a postdoctoral fellowship. Accelerate program is a paid internship at an organization that needs your expertise.

For your internship placement, in addition to study permit, you will need a work permit. To get a work permit, you must prove that the work experience is essential to completing your program. Acceptable proof could include a letter from the school you are attending or a copy of the school curriculum.

If you are a graduate who completed an Accelerate or Elevate internship with Mitacs in Manitoba, you can apply to the MPNP immediately after graduation, whether or not you have a job offer.

Step 3: Attend Information Session

Attending an information session is required before you submit an Expression of Interest (EOI) to the MPNP. To register for an information session you should email [email protected] with the subject line “MPNP Graduate Internship Pathway enquiry”.

Step 4: Submit an Online MPNP Expression of Interest

If you meet the minimum criteria, you can register and submit an Expression of Interest to MPNP. You must create a Government of Manitoba account at (➨immilib.com/MGI-Apply) and sign in to create an Expression of Interest. Within your online account you must choose “PNP for Skilled Workers” and follow the instructions to submit the Expression of Interest (EOI).

Following submission you will be able to check the most up-to-date information regarding the status of your application and also update your profile at any time by logging in. Upon successful completion of the online registration your application will be placed in a pool with others who are also eligible. If you are among the highest-scoring candidates, you may be invited to submit an application to the MPNP and receive a Letter of Advice to Apply (LAA).

Expressions of Interest are valid for one (1) year from the date you submit it to the MPNP. If you do not receive a Letter of Advice to Apply (LAA) after 12 months and you still want to be considered for the MPNP, you will have to complete a new profile.

Step 5: Submit Application to MPNP

If you receive a Letter of Advice to Apply (LAA), you will be able to log into your account and gain access to the full MPNP application.

You will have sixty (60) days from the date of your LAA to submit a complete application.

If you fail to submit a complete application by the deadline, your LAA will be automatically removed and you will have to start the process again.

Once you have submitted your complete application through your online account and paid the processing fee, your application will be reviewed.

An MPNP officer will contact you by email if information is needed to assess your application and will tell you how to send the information.

You may be required to participate in an interview as reasonably required to verify information related to your application, or any other reason to be disclosed at the time of the request.

Non-Express Entry Applicants: If you are approved and nominated, you should apply to IRCC for Permanent Residence. The nomination certificate will be valid for six (6) months from the date of issuance and is considered valid if you submit a complete application for PR before the expiry date on the nomination certificate.

Express Entry Applicants: If you had an Express Entry profile when submitted your EOI, upon approval you will receive a nomination certificate through the Express Entry portal. The MPNP will also send you a nomination certificate that you should retain for your records.

You must accept the nomination within thirty (30) days after it is issued through the Express Entry portal in order to receive an Invitation to Apply for permanent residence.

When you accept a nomination, you are awarded 600 additional points in the Comprehensive Ranking System (CRS) (➨Page). This will help you quickly get invited to apply for permanent residence through your Express Entry profile.

Step 6: Apply for Permanent Residence

Non-Express Entry Applicants: If you are nominated by the Province of Manitoba, then your next step is to submit a complete application for a permanent resident visa within six (6) months (➨Page).

You must submit your application using the IRCC Permanent Residence Portal (PR Portal) (➨ immilib.com/PR-Portal).

If your application is complete, you will receive a letter or an email confirming that your file has been received and accepted for processing. This letter is called the Acknowledge of Receipt (AOR) and will include your IRCC file number.

Once you have received your acknowledgement of receipt, you can create an online account and link your application to it. By creating an account, you will be able to receive email updates and a more detailed case status.

Express Entry Applicants: If you have an Express Entry profile, you should apply for permanent residence (➨Page) through Express Entry if you’ve received an invitation to apply.

Your Express Entry invitation to apply is valid for sixty (60) days only.

Apply for a Bridging Open Work Permit (if applicable)

If you are in Manitoba on a valid work permit and your PR application is not finalized, you may be able to apply for a Bridging Open Work Permit (BOWP) (➨Page). This will let you to stay and continue working on a valid work permit until your PR application is finalized.

You may apply for BOWP only if your PR application is approved in principle meaning you have passed the eligibility stage and still have to pass the medical, security and background checks.

Step 7: Landing in Canada

If your application is approved, you will be asked to pay your right of permanent residence fee if you haven't already done so. You will receive a Confirmation of Permanent Residence (CoPR) and if you are from a country that requires a visa you will also be issued a permanent resident visa.

You will only become a Permanent Resident of Canada when you cross a Canadian port of entry. This is referred to as ‘landing in Canada' (➨Page).

You must land in Canada before the expiry date, which appears on your Canada Immigration Visa. Usually, the expiry date is one (1) year from the time medical examinations were completed. As this is not always the case, be sure to verify the expiry date as soon as the Canada Immigration Visa is received.
