SUMMARY

The Prince Edward Islands Express Entry Stream gives foreign workers with the required skilled work experience, language abilities and education the opportunity to apply to permanently live and work in Prince Edward Island (PEI).

Only applicants, who have an active federal Express entry profile (➨Page), can apply to the PEI Express Entry Stream by creating a profile in the Prince Edward Island Expression of Interest (EOI) system.

MINIMUM REQUIREMENTS

The following requirements must be met if you are applying to the Prince Edward Island Express Entry Stream:

1- Eligibility for an Active Express Entry Profile

You must have an active Express Entry profile in the Federal Express Entry pool. In order to be accepted to the Express Entry Pool, you must meet the eligibility criteria for one of the following economic immigration programs:

Federal Skilled Worker Program (➨Page)
Federal Skilled Trades Program (➨Page)
Canadian Experience Class (➨Page)

2- Connection to PEI

If you have a job offer in PEI, it is considered a strong connection to PEI. Priority will be given to applicants that are living and working in PEI.

PGWP (➨Page) holders who are seeking nomination under PEI Express Entry are required to meet a minimum of nine (9) months work experience with the PEI employer supporting your application at time of EOI submission prior to being considered for nomination, if you:

Hold a valid PGWP and graduated from an institution outside of PEI
Have a spousal open work permit as a result of a spouse’s study permit from an institution outside of PEI
Have a minimum of four (4) months prior to the expiry of your PGWP at time of submission of Expression of Interest.

If you are currently working in PEI on a post-graduate open work permit, you must satisfy the following conditions prior to applying:

Have at least six (6) months of full-time experience working for the PEI employer, and
Have at least four (4) months remaining before the expiration of your work permit at the time of submitting an application to the Province.

If you are currently in Canada, you must be here legally. This means that if you are in Canada on a study permit and you are not studying, you are not eligible to apply.

3- Ineligibility

You are not eligible to apply under the Prince Edward Island Express Entry Stream if you are a refugee claimant in Canada, a failed refugee claimant, had a removal order, are prohibited from entering or being in Canada, do not have status in Canada or are living illegally in your country of residence.

If you meet the above minimum requirement, then you must calculate your total score based on the following selection factors (➨immilib.com/PEEE-Grid). There is no minimum required score. But you will be ranked based upon your points assessment score and placed in an Expression of Interest (EOI) pool.

Candidates will be ranked against each other and only top ranked candidates with a connection to Prince Edward Island will be invited to apply. A draw will occur with the top ranked candidates and consideration of connection to, and interest in PEI being selected and issued an invitation to apply.

There are two pathways to permanent residency through the PEI Express Entry Category, depending on if you have a job offer in PEI or not. More points are given to applicants with job offer in order to give them priority.

You’ll get points based on your age on the day you submit your application.

Factor 2: Language Ability

To be awarded point for language, you must have taken an approved test results. Test must be taken no more than two (2) years prior to the date the Express Entry Profile is submitted.

The lowest score achieved in the four (4) skills (Reading, Writing, Speaking, and Listening) is your score.

If evidence of proficiency in both official languages is submitted, you will receive points for each language, to the maximum of 20 points

To prove you language abilities you must take any of the following approved tests:

English: IELTS General or CELPIP General or PTE Core
French: TEF Canada or TCF Canada

You will be awarded points for your Canadian educational credential or foreign credential accompanied by Educational Credential Assessment (ECA) Report.

The ECA Report must not be more than five (5) years old prior to the date PEI PNP receives your application and the date you will submit your application for Expression of Interest.

Factor 4: Work Experience

You can get points for the number of years you’ve spent doing full-time paid work (at least 30 hours per week, or an equal amount of part-time) at TEER 0, 1, 2 or 3 of the National Occupational Classification (NOC) (➨Appendix 1).

If no arranged employment, paid work experience must be one of the Opportunity Occupations above.

Your work experience can be in Canada or abroad, while you were studying or while being self-employed.

WHAT STEPS SHOULD YOU TAKE?

Step 1: Get a Job Offer (optional)

If you don’t already have a qualified job offer, you may want to first find an employer and secure a job for yourself.

Step 2: Create Express Entry Profile

For a chance to be invited to apply under PEI Express Entry Stream, you must create an Express Entry Profile (➨page) for yourself. Within your Express Entry profile make sure you have stated an interest in immigrating permanently to Prince Edward Island.

Since you are eligible under one of the three (3) economic immigration programs (Federal Skilled Workers Program, Federal Skilled Trades Program or Canadian Experience Class), you will be accepted into the pool of candidates.

Step 3: Submit an Online Expression of Interest (EOI)

Now that you meet all the requirements, you can complete an online Expression of Interest (EOI) (➨immilib.com/PEEE-Apply) for yourself.

EOI is an online system where you submit information about yourself to the PEI Provincial Nominee Program.

To complete the EOI, you’ll need information from some documents including passports, language test results, etc. But you don’t need to upload any documents.

After you submit the EOI, the system will calculate your score based upon the information you enter and your EOI will be placed in a pool for potential selection. The highest-scoring, qualified candidates with a connection to Prince Edward Island will be invited to submit an application to the PEI PNP.

If your EOI is selected, you will receive an Invitation to Apply (ITA) letter. Selection is based on nominee program targets and an assessment of your EOI.

If you’re not invited to apply within twelve (12) months of submitting your EOI, it will automatically expire and removed from the system. You can still create a new EOI.

Step 4: Submit Application to PEI PNP

If you’ve received an invitation to apply, you may submit your application by providing the application forms, application fee and all supporting documentation to PEI PNP.

You must send your original complete application package by registered mail or courier or in person within sixty (60) days of receiving an invitation to apply.

If your application is complete, you will receive a letter or email confirming that your file has been received and accepted for processing. This will include your PEI PNP file number.

A PEI PNP officer will contact you if information is needed to assess your application and will tell you how to send the information.

If your application is approved, you will receive a nomination certificate through the Express Entry portal. The PEI PNP will also email you a nomination certificate that you should retain for your records.

You must accept the nomination within thirty (30) days after it is issued through the Express Entry portal in order to receive an Invitation to Apply for permanent residence.

When you accept a nomination, you are awarded 600 additional points in the Comprehensive Ranking System (CRS) (➨page). This will help you quickly get invited to apply for permanent residence through your Express Entry profile.

Step 5: Apply for Permanent Residence

You can only apply for permanent residence (➨page) through Express Entry if you’ve received an invitation to apply from your online Express Entry profile.

Your Express Entry invitation to apply is valid for sixty (60) days only.

Apply for a Bridging Open Work Permit (if applicable)

For those of you who are in PEI on a valid work permit that is expiring in four (4) months or less, once you submit your complete PR application, you may apply for a Bridging Open Work Permit (BOWP) (➨page). This will let you continue working on a valid work permit until your PR application is finalized.

Step 6: Landing in Canada

If your application is approved, you will be asked to pay your right of permanent residence fee if you haven’t already done so. You will receive a Confirmation of Permanent Residence (CoPR) and if you are from a country that requires a visa you will also be issued a permanent resident visa.

You will only become a Permanent Resident of Canada when you cross a Canadian port of entry. This is referred to as ‘landing in Canada’ (➨page).

You must land in Canada before the expiry date, which appears on your Canada Immigration Visa. Usually, the expiry date is one (1) year from the time medical examinations were completed. As this is not always the case, be sure to verify the expiry date as soon as the Canada Immigration Visa is received.

If you are approved for permanent residency by IRCC, you must report to the Office within 30 days of landing in Canada. You may report in person to the Office of Immigration at 94 Euston Street, 2nd floor, or email [email protected] to schedule an appointment. Please note that you may be contacted for up to five years after landing with a short survey to update your file.
