This pilot program came into effect on April 22, 2021, and will end on January 1, 2026.

The pilot program accepts a total of 700 applications for the application period is from November 23, 2023, to December 31, 2024:

200 for Québec graduates or temporary workers in AI sector, with a maximum of 100 for Francization Profile. 500 for foreign workers in IT and visual effects sector, including up to 200 for Francization Profile.

As of December 1, 2023, at 4:15 p.m., the maximum Francization applications in IT and visual effects have been reached, and no more submissions are accepted.

Quebec Pilot Program for Workers in the Artificial Intelligence, Information Technologies and Visual Effects Sectors (QITP)
The Quebec Pilot Program for Workers in the Artificial Intelligence, Information Technologies and Visual Effects Sectors gives foreign workers or international graduates AI and foreign workers in IT and VE the opportunity to apply to permanently live and work in Quebec. Applicants must be either currently employed in Quebec or who have a job offer from a Quebec employer.

Before you can apply for the program you must create a profile in the Quebec Arrima portal (➨Page).

This pilot program is divided into two sections:
  • Artificial intelligence;
  • information technologies and visual effects, such as video games

Each stream contains two profiles: one for French speakers (Francophone profile) and one for non-French speakers (Farncization profile).

MINIMUM REQUIREMENTS FOR AI

1- Job Offer Requirement

You must hold or have accepted a full-time job in Québec in the artificial intelligence sector for which you meet the skills profile requirements.

2- Knowledge of French

Francophone profile: Under Francophone profile you must demonstrate knowledge of spoken French at a level equal to or higher than level 7 (B2) on the Echelle quebecoise des niveaux de competence en français des personnes immigrantes adultes (Quebec scale of French language proficiency levels for adult immigrants) or its equivalent.

Francization profile: Non-French speaking applicants applying under Francization profile you must sign a francization agreement.

3- Legal Status in Quebec

If you are presently working in Quebec as a temporary foreign worker, you must respect the conditions of your stay in Quebec under the Temporary Foreign Worker Program (TFWP) or the International Mobility Program (IMP) or a youth exchange program.

4- Foreign Worker / Graduate Substream Requirement

Foreign Worker Substream:

If you are an AI applicant applying under Foreign Worker substream, you must meet the following additional requirements:
  • You must hold a diploma equivalent to at least a university diploma recognized as a Quebec Bachelor’s degree
  • You must have at least 24 months of full-time work experience in the 60 months prior to your application in a National Occupational Classification (NOC 2021) TEER level 0, 1 or 2 job (➨Page); or hold a foreign degree equivalent to a Quebec Master’s degree or doctorate obtained during the 12 months preceding the application;
  • You must have a gross annual salary of at least $75,000 if your employer is established outside the Montreal Metropolitan Community or at least $100,000 if your employer is established within the Montreal Metropolitan Community.

Quebec Graduate Substream:

If you are an AI applicant applying under Quebec Graduate substream, you must meet the following additional requirements:
You must have been residing in Quebec for at least half of the duration of your study program
You must not hold or have held a scholarship requiring you to return to your home country at the end of your program
You must hold a Diploma of higher specialized studies (DESS), a Master’s degree or a doctorate issued by a Quebec educational institution during the 24 months preceding the application

If you have obtained a DESS, you must have held a full-time job in Québec at TEER level 0, 1 or 2 according to the NOC for at least six (6) months during the twelve (12) months following the date of completion of your study program

5- Financial Self-sufficiency

You must show that you have enough money for you and your family to settle in Quebec following your arrival (➨Appendix 2).

You must sign a contract in which you undertake to provide for your needs and your family’s needs for at least the first three (3) months following your arrival in Quebec.

6- Ineligibility

You are not eligible to apply under this program if you are a refugee claimant in Canada, a failed refugee claimant, had a removal order, are prohibited from entering or being in Canada, do not have status in Canada or are living illegally in your country of residence.

1- Job Offer Requirement

You must hold or have accepted an eligible full-time job in Québec for which the hourly wage is equivalent to the maximum wage (9th decile) or higher than the average wage for your occupation.

WHAT STEPS SHOULD YOU TAKE?

Step 1: Get a Job Offer in Quebec

In order to be qualified under the pilot and submit your application, you must have a bona fide full-time job offer in an eligible occupation (in AI, IT or VE) from a Quebec employer.
As a foreign worker in Canada, you first need to find an employer and secure the job for yourself. The criteria for your job in Quebec are explained in “Minimum Requirements”.
If you are currently in Quebec, you must have legal status to work and must have a valid work permit for the duration of the application process.

Step 2: Submit Application for a Quebec Selection Certificate

If you meet all minimum requirements including education and work experience in Quebec, you may submit your application in Quebec’s Arrima portal (➨immilib.com/QITP-Apply).

You must submit an application for permanent selection, transmit the supporting documents for your application and make the payment of the required fees in Arrima. Once your application has been submitted, you will receive a confirmation of receipt in Arrima.

Subsequently, after the processing of your application has begun, you will be sent an e-mail inviting you to provide your attestation of learning about democratic values and the Québec values. The members of your family included in your application (spouse aged 16 and over and dependent children aged 18 and over) will be required to obtain the attestation. Persons with a disability that prevents them from obtaining the attestation are exempt from this condition.

To obtain the attestation, you must successfully complete the online assessment or participate in an information session in Quebec. Once you obtain the attestation, it is valid for two (2) years.

If your application is approved, you will be informed of the next steps to follow in your immigration process. If possible, the officer will immediately issue your Certificat de selection du Quebec (CSQ – Quebec Selection Certificate). Otherwise it will be mailed to you.

The CSQ is a document stating that an applicant has officially been selected for immigration by the province of Quebec.

Step 3: Apply for Permanent Residence

After obtaining your CSQ, your next step is to submit a complete application for a permanent resident visa (➨Page) within the validity of your CSQ which is two (2) years.

You must submit your application using the IRCC Permanent Residence Portal (PR Portal) (➨ immilib.com/PR-Portal).

If your application is complete, you will receive a letter or an email confirming that your file has been received and accepted for processing. This letter is called the Acknowledge of Receipt (AOR) and will include your IRCC file number.
Once you have received your acknowledgement of receipt, you can create an online account and link your application to it. By creating an account, you will be able to receive email updates and a more detailed case status.

Step 4: Landing in Quebec

If your application for permanent residence is approved, you will be asked to pay your right of permanent residence fee if you haven't already done so. You will receive a Confirmation of Permanent Residence (CoPR) and if you are from a country that requires a visa you will also be issued a permanent resident visa.

You will only become a Permanent Resident of Canada when you cross a Canadian port of entry. This is referred to as ‘landing in Canada' (➨Page).

You must land in Canada before the expiry date, which appears on your Canada Immigration Visa. Usually, the expiry date is one (1) year from the time medical examinations were completed. As this is not always the case, be sure to verify the expiry date as soon as the Canada Immigration Visa is received.

If you arrive at the Montreal-Trudeau international Airport, you will be greeted by the personnel of the Ministère de l’Immigration, de la Francisation et de l’Integration who will offer direct support services to you.
