Quebec Pilot Program for Workers in AI, IT and Visual Effects Sectors (QITP)

The pilot program accepts a total of 700 applications for the application period is from November 23, 2023, to December 31, 2024:
200 for Québec graduates or temporary workers in AI sector, with a maximum of 100 for Francization Profile. 500 for foreign workers in IT and visual effects sector, including up to 200 for Francization Profile.
As of December 1, 2023, at 4:15 p.m., the maximum Francization applications in IT and visual effects have been reached, and no more submissions are accepted.

MINIMUM REQUIREMENTS FOR AI
1- Job Offer Requirement
You must hold or have accepted a full-time job in Québec in the artificial intelligence sector for which you meet the skills profile requirements.
2- Knowledge of French
Francophone profile: Under Francophone profile you must demonstrate knowledge of spoken French at a level equal to or higher than level 7 (B2) on the Echelle quebecoise des niveaux de competence en français des personnes immigrantes adultes (Quebec scale of French language proficiency levels for adult immigrants) or its equivalent.
Francization profile: Non-French speaking applicants applying under Francization profile you must sign a francization agreement.

4- Foreign Worker / Graduate Substream Requirement
Foreign Worker Substream:
- You must hold a diploma equivalent to at least a university diploma recognized as a Quebec Bachelor’s degree
- You must have at least 24 months of full-time work experience in the 60 months prior to your application in a National Occupational Classification (NOC 2021) TEER level 0, 1 or 2 job (➨Page); or hold a foreign degree equivalent to a Quebec Master’s degree or doctorate obtained during the 12 months preceding the application;
- You must have a gross annual salary of at least $75,000 if your employer is established outside the Montreal Metropolitan Community or at least $100,000 if your employer is established within the Montreal Metropolitan Community.
Quebec Graduate Substream:
If you have obtained a DESS, you must have held a full-time job in Québec at TEER level 0, 1 or 2 according to the NOC for at least six (6) months during the twelve (12) months following the date of completion of your study program
5- Financial Self-sufficiency
You must show that you have enough money for you and your family to settle in Quebec following your arrival (➨Appendix 2).

2- Knowledge of French

If you are presently working in Quebec as a temporary foreign worker, you must respect the conditions of your stay in Quebec under the Temporary Foreign Worker Program (TFWP) or the International Mobility Program (IMP) or a youth exchange program.

WHAT STEPS SHOULD YOU TAKE?
Step 1: Get a Job Offer in Quebec
Step 2: Submit Application for a Quebec Selection Certificate
If you meet all minimum requirements including education and work experience in Quebec, you may submit your application in Quebec’s Arrima portal (➨immilib.com/QITP-Apply).
You must submit an application for permanent selection, transmit the supporting documents for your application and make the payment of the required fees in Arrima. Once your application has been submitted, you will receive a confirmation of receipt in Arrima.
Subsequently, after the processing of your application has begun, you will be sent an e-mail inviting you to provide your attestation of learning about democratic values and the Québec values. The members of your family included in your application (spouse aged 16 and over and dependent children aged 18 and over) will be required to obtain the attestation. Persons with a disability that prevents them from obtaining the attestation are exempt from this condition.
If your application is approved, you will be informed of the next steps to follow in your immigration process. If possible, the officer will immediately issue your Certificat de selection du Quebec (CSQ – Quebec Selection Certificate). Otherwise it will be mailed to you.
The CSQ is a document stating that an applicant has officially been selected for immigration by the province of Quebec.

Step 3: Apply for Permanent Residence
After obtaining your CSQ, your next step is to submit a complete application for a permanent resident visa (➨Page) within the validity of your CSQ which is two (2) years.
You must submit your application using the IRCC Permanent Residence Portal (PR Portal) (➨ immilib.com/PR-Portal).
Step 4: Landing in Quebec
If your application for permanent residence is approved, you will be asked to pay your right of permanent residence fee if you haven't already done so. You will receive a Confirmation of Permanent Residence (CoPR) and if you are from a country that requires a visa you will also be issued a permanent resident visa.
You will only become a Permanent Resident of Canada when you cross a Canadian port of entry. This is referred to as ‘landing in Canada' (➨Page).
You must land in Canada before the expiry date, which appears on your Canada Immigration Visa. Usually, the expiry date is one (1) year from the time medical examinations were completed. As this is not always the case, be sure to verify the expiry date as soon as the Canada Immigration Visa is received.
