MINIMUM REQUIREMENTS
1- Job Offer Requirement
- have been in active business for at least three years prior to submitting your application
- have a minimum of $1,000,000 gross annual revenue in a location inside the Greater Toronto Area (GTA) or $500,000 outside GTA
- have a minimum 5 full-time employees who are Canadian Citizens or Permanent Residents in a location inside the Greater Toronto Area (GTA) or 3 full-time employees outside GTA
2- Education in Canada
You must have received from an eligible Canadian or Ontario institution (➨immilib.com/OIS-Institutes):
- An undergraduate degree or diploma from an eligible Canadian institution that takes at least two (2) years to complete if you study on a full-time basis
- a graduate degree or diploma from an eligible Canadian institution that takes at least one (1) year to complete if you study on a full-time basis.
- a college graduate certificate from an eligible Ontario institution that takes at least one (1) year to complete if you study on a full-time basis
- a university graduate certificate from an eligible Ontario institution that takes at least one (1) year to complete if you study on a full-time basis
You must also have completed more than half of your studies while living and studying in Canada.
Some programs of study offered by eligible institutions may not meet the eligibility criteria. You must ensure that your specific program meets the relevant requirements.
3- Valid licence or other authorization (if applicable)
If your job offer is for a regulated occupation, you must hold a valid licence or authorization from the appropriate regulatory body in Ontario when you apply.

You are not eligible to apply under the Ontario Job Offer: International Student Stream if you are
- A self-employed professional (i.e. physicians) where there is no legal employer-employee relationship.
- a refugee claimant in Canada, a failed refugee claimant, had a removal order, are prohibited from entering or being in Canada, do not have status in Canada or are living illegally in your country of residence.

WHAT STEPS SHOULD YOU TAKE?
Step 1: Complete Your Studies in Canada
In order to apply under the Ontario Job Offer: International Student Stream, the first step is to complete a full-time program from an eligible Canadian institution (➨immilib.com/OIS-Institutes):
- a degree or diploma that takes at least two (2) years to complete if you study on a full-time basis, or
- a degree, diploma or certificate that takes at least one (1) year to complete if you study on a full-time basis and that requires a completed degree as an admission requirement
You need a study permit (➨Page) in order to study in Canada. Before you apply for a study permit, you need an acceptance letter from one of the above institutions.
Step 2: Get a Job Offer
If you don’t already have a qualified job offer with the criteria explained in “Minimum Requirements”, you need to find an employer and secure the job for yourself.
Step 3: Submit an Online OINP Expression of Interest
You must create a candidate profile within the OINP e-filing Portal (➨immilib.com/OIS-Apply). Within the portal you must choose the Employer Job Offer: International Student Stream and follow the instructions to submit the Expression of Interest (EOI).

Step 4: Submit Application to OINP
If you are selected from the candidate pool and receive an invitation to apply, you may submit your application online and pay the application by credit or debit card in the OINP e-filing Portal (➨immilib.com/OIS-Apply). You application must be submitted within 14 calendar days of receiving the ITA.

- You must continue to demonstrate on a reasonable basis an intention to reside in Ontario; and
- If you are already working for your employer in Ontario, you must continue working until you become permanent resident. If you are not, you must begin working for your employer when you obtain your work permit and continue working until you become permanent resident.
Step 5: Apply for Permanent Residence
If you are nominated by the province of Ontario, then your next step is to submit a complete application for a permanent resident visa within six (6) months (➨Page).
You must submit your application using the IRCC Permanent Residence Portal (PR Portal) (➨ immilib.com/PR-Portal).
Apply for a Temporary Work Permit
When you receive a Nomination Approval Letter and an OINP Certificate of Nomination, you will also receive a work permit support letter so you can apply for work permit (➨Page) and start living and working in Canada while your application for permanent residence is in process.
Step 6: Landing in Canada
If your application is approved, you will be asked to pay your right of permanent residence fee if you haven't already done so. You will receive a Confirmation of Permanent Residence (CoPR) and if you are from a country that requires a visa you will also be issued a permanent resident visa.
You will only become a Permanent Resident of Canada when you cross a Canadian port of entry. This is referred to as ‘landing in Canada' (➨Page).
You must land in Canada before the expiry date, which appears on your Canada Immigration Visa. Usually, the expiry date is one (1) year from the time medical examinations were completed. As this is not always the case, be sure to verify the expiry date as soon as the Canada Immigration Visa is received.
