SUMMARY
Launched on November 17, 2023, this family-based migration program accepts up to 11,000 individuals from Colombia, Haiti, or Venezuela. Eligible candidates must currently reside in South or Central America, Mexico, or the Caribbean and have a family member in Canada who is a Canadian citizen or permanent resident. The qualifying family relationships include spouses, common-law partners, children (of any age), grandchildren, parents, grandparents, or siblings. Additionally, applicants must have the support of their Canadian family member for their application.

MINIMUM REQUIREMENTS
The following requirements must be met to be eligible to apply under the Permanent Residence Pathways for Colombian, Haitian and Venezuelan nationals with family in Canada:
1- Citizenship
You must be a citizen of Colombia, Haiti, or Venezuela.
2- Country of Residence
You must be in residing in South or Central America, Mexico or the Caribbean, when you apply.
3- Canadian Sponsor (Anchor)
You need to have an eligible Canadian citizen or permanent resident as a sponsor (referred to as an anchor). This individual can be your spouse or common-law partner, child (of any age), grandchild, parent, grandparent, or sibling.
The anchor is required to provide a statutory declaration affirming the following:
- Their intention to support you and any accompanying family members in Canada for duration of one (1) year.
- Confirmation that they have not accepted, and will not accept, any financial assistance from you or your family members.
ANCHOR’S MINIMUM REQUIREMENTS
Anchor is a family member of yours who will support your application and must meet the following criteria:
- be 18 years of age or older
- be a Canadian citizenship or permanent residence
- reside in Canada (excluding the province of Quebec)
- be your spouse, common-law partner, child, grandchild, parent, grandparent, or sibling
Anchor must not be:
- in the process of revoking Canadian citizenship
- in jail or facing removal orders
- behind on immigration-related payments
- defaulting on sponsorship or support obligations
- an undischarged bankrupt
- receiving non-disability social assistance
- convicted under the Canadian Criminal Code.
Your anchor must commit to supporting you for one (1) year, including:
- Meeting you at the airport and assisting with your initial stay
- Providing temporary and helping find permanent housing
- Ensuring basic needs like food and clothing are met
- Introducing you to life in Canada, covering aspects like transportation, banking, shopping, rights, and responsibilities
- Assisting with interpreting information and opening a bank account
- Facilitating enrollment in provincial and federal programs and benefits
- Arranging medical services and helping find a family doctor, dentist, and eye care
- Enrolling children in school and adults in language training
- Assisting in accessing support services for job search
- Guiding you to Service Provider Organizations for settlement services

WHAT STEPS SHOULD YOU TAKE?
Step 1: Apply for Permanent Residence
If you meet all the requirements, you may submit a complete application for a permanent resident. You must submit your application using the IRCC Permanent Residence Portal (PR Portal) (➨ immilib.com/PR-Portal).
If your application is complete, you will receive a letter or an email confirming that your file has been received and accepted for processing. This letter is called the Acknowledge of Receipt (AOR) and will include your IRCC file number.
Once you have received your acknowledgement of receipt, you can create an online account and link your application to it. By creating an account, you will be able to receive email updates and a more detailed case status.
Step 2: Get your fingerprint and photo taken (Biometrics)
You and any members of your family between 14 and 79 years old need to give your fingerprints and photo (biometrics). You only need to give your biometrics once every 10 years. If you gave biometrics in the past as part of an application for a visitor visa, work or study permit and they’re still valid, you don’t need to give them again.
You will be contacted to give your biometrics and you will have 30 days from the date on the letter to do it.
In order to give biometrics you need to go to an official biometrics collection service point. You must give your biometrics in person.

Step 3: Medical and Background Checks
After the assessment of your permanent residence application based on the eligibility criteria of the program is completed, a decision is being made on your application based on the results of your medical exam, police certificates and background checks.
You and your family (and all your dependents, accompanying or not) must pass medical, criminal and security checks to receive permanent residence. If you or any of your dependents are found medically or criminally inadmissible, your application will be refused.
Medical Check:
Instructions on how to get the medical exam done will be sent to you upon completion of selection based on the program’s eligibility criteria. You and your dependents must go for the medical exam within 30 days of receiving these instructions. Only an approved panel physician (➨Appendix 9) can do a complete medical exam for immigration reasons.
Once the exam is done, the physician will send the results to IRCC and will give you a document confirming that a medical exam is done.
Background Check:
Background check is a required procedure to verify your criminal and/or security background to ensure you are admissible to Canada. Criminality and Security together are background checks. Criminality check is performed by RCMP (Police Service of Canada), and Security by CSIS (Canadian Security Intelligence Service) and CBSA (Canada Border Services Agency).
Step 4: Landing in Canada
If your application is approved, you are responsible for covering the costs of your travel to Canada.
You can utilize the transportation loan from the International Organization for Migration (IOM) (➨immilib.com/IOM), incurring a $300 CAD fee per person.
IOM's travel booking assistance includes exit permit application support, transportation and housing arrangements for government office visits, obtaining travel documents, finalizing the transportation loan, and coordinating travel from your current residence to Canada.
The assistance ensures the most direct route, utilizing either a Canadian carrier or a reliable non-Canadian carrier with a reduced migrant fares agreement.
If you've indicated interest in IOM services in your application they will assist in arranging your transportation, and you can access IRCC's interest-free transportation loan. IOM will be notified, and they will contact you directly for further details.
You will only become a Permanent Resident of Canada when you cross a Canadian port of entry. This is referred to as ‘landing in Canada’ (➨page).
You must land in Canada before the expiry date, which appears on your Canada Immigration Visa. Usually, the expiry date is one (1) year from the time medical examinations were completed. As this is not always the case, be sure to verify the expiry date as soon as the Canada Immigration Visa is received.
