SUMMARY

Prince Edward Island Provincial Nominee Program (PEI PNP)

The Prince Edward Islands Intermediate Experience Stream gives foreign workers who are currently working in PEI in an eligible intermediate skilled position the opportunity to apply to permanently live and work in the province.

Intermediate Experience stream is part of PEI Workforce Category, which includes the following streams:

The Workforce Category supports foreign nationals with a valid job offer and support from a PEI employer, who would like to apply for a nomination for permanent residency through the PEI PNP.

MINIMUM REQUIREMENTS

The following requirements must be met if you are applying to the Prince Edward Island Intermediate Experience Stream:

1- Job Offer Requirement

At the time of your application and at the time the PEI PNP assesses your application for nomination, you must have a bona fide full-time job offer from a PEI employer in an eligible occupation. Your job offer must be permanent (meaning job has no end date) or for a minimum of two (2) years.

The position offered must be in National Occupation Classification (NOC) TEER 4 (➨Appendix 1).

2- Work Experience

You must have been working for at least six (6) months of full-time paid work experience in PEI for the employer who has offered you the job.

If you need a licence or other authorization for the job that you have been offered, you must have it when you apply.

3- Work Permit

You must have a valid work permit (➨Page) and legal status in Canada.

4- Age

You must be between the ages of 18 and 59.

5- Language Ability

You must have taken an approved test results and have obtained a minimum score of Canadian Language Benchmark CLB 4 in all for abilities in English or French  (➨Appendix 5). Test must be taken no more than two (2) years prior to submission of your application.

6- Education

You must have a Canadian secondary school (high school) diploma or credential, or its equivalent in another country.

If you completed your studies outside of Canada, you need to get an Educational Credential Assessment (ECA) (➨Appendix 3) that proves your education is equivalent to a Canadian high school diploma.

The ECA Report must not be more than five (5) years old prior to the date the application is being submitted.

7- Settlement Funds

You must show that you have enough money to cover federal immigration fees, travel costs for all included in the application, as well as everyday living expenses.

8- Ineligibility

You are not eligible to apply under the Prince Edward Island Critical Worker Stream if:

  • You have a federal Express Entry profile (in which case you should apply under PEI Express Entry stream (➨Page)
  • You are a refugee claimant in Canada, a failed refugee claimant, had a removal order, are prohibited from entering or being in Canada, do not have status in Canada or are living illegally in your country of residence.

If you meet the above minimum requirement, then you must calculate your total score based on the following selection factors. There is no minimum required score. But you will be ranked based upon your points assessment score and placed in an Expression of Interest (EOI) pool.

Candidates will be ranked against each other and only top ranked candidates with a connection to Prince Edward Island will be invited to apply. A draw will occur with the top ranked candidates and consideration of connection to, and interest in PEI being selected and issued an invitation to apply (➨immilib.com/PEIE-Grid).

Factor 2: Language Ability

To be awarded point for language, you must have taken an approved test results. Test must be taken no more than two (2) years prior to submission of your application.

The lowest score achieved in the four (4) skills (Reading, Writing, Speaking, and Listening) is your score.

If evidence of proficiency in both official languages is submitted, you will receive points for each language, to the maximum of 20 points.

You will be awarded points for your Canadian educational credential or foreign credential accompanied by Educational Credential Assessment (ECA) Report.
The ECA Report must not be more than five (5) years old prior to the date the Express Entry Profile is submitted.

You can get points for the number of years you’ve spent doing full-time paid work (at least 30 hours per week, or an equal amount of part-time).

WHAT STEPS SHOULD YOU TAKE?

Step 1: Get a Job Offer and Work in PEI

Before you can submit your application under the “Prince Edward Island Critical Worker Stream”, you must have a bona fide full-time job offer from a PEI employer in an eligible occupation. The position offered must be in National Occupation Classification (NOC) TEER 4. You must also have completed equivalent of six (6) months authorized work experience for the same PEI employer.

If you don’t already have a qualified job offer with the criteria explained in “Minimum Requirements”, you need to find an employer and secure a job for yourself.

After you have obtained an offer of employment from PEI employer, you need to apply and receive a work permit. Your work permit will be an employer-specific work permit meaning that it lets you work in Canada for that employer and according to the conditions on your work permit.

Before you submit your application for an employer-specific work permit, the employer who wants to hire you must complete certain steps and give you either a copy of a Labour Market Impact Assessment (LMIA) (➨immilib.com/LMIA) or an offer of employment number (if the job is LMIA exempt)to include in your application

Step 2: Submit an Online Expression of Interest (EOI)

Now that you meet all the requirements, you can complete an online Expression of Interest (EOI) (➨immilib.com/PEIE-Apply) for yourself.

EOI is an online system where you submit information about yourself to the PEI Provincial Nominee Program.

Step 3: Submit Application to PEI PNP

If you are invited to apply, you must submit your application within sixty (60) days by providing the application forms, application fee and all supporting documentation to PEI PNP.  

You must send your original complete application package by registered mail or courier or in person.

If your application is complete, you will receive a letter or email confirming that your file has been received and accepted for processing. This will include your PEI PNP file number.

A PEI PNP officer will contact you if information is needed to assess your application and will tell you how to send the information.

If your application is approved, you will become a Provincial Nominee and receive a nomination package including you Provincial Nomination Certificate.

Step 4: Apply for Permanent Residence

If you are nominated by the province of Prince Edward Island, then your next step is to submit a complete application for a permanent resident visa within three (3) months (➨Page).

You must submit your application using the IRCC Permanent Residence Portal (PR Portal) (➨ immilib.com/PR-Portal). 

If your application is complete, you will receive a letter or an email confirming that your file has been received and accepted for processing. This letter is called the Acknowledge of Receipt (AOR) and will include your IRCC file number.
Once you have received your acknowledgement of receipt, you can create an online account and link your application to it. By creating an account, you will be able to receive email updates and a more detailed case status.
Apply for a Bridging Open Work Permit (if applicable)
If your PR application is not finalized, you may be able to apply for a Bridging Open Work Permit (BOWP) (➨Page). This will let you to stay and continue working on a valid work permit until your PR application is finalized.

You may apply for BOWP only if your PR application is approved in principle meaning you have passed the eligibility stage and still have to pass the medical, security and background checks.

Step 5: Landing in Canada

If your application is approved, you will be asked to pay your right of permanent residence fee if you haven't already done so. You will receive a Confirmation of Permanent Residence (CoPR) and if you are from a country that requires a visa you will also be issued a permanent resident visa.

You will only become a Permanent Resident of Canada when you cross a Canadian port of entry. This is referred to as ‘landing in Canada’ (➨Page).

You must land in Canada before the expiry date, which appears on your Canada Immigration Visa. Usually, the expiry date is one (1) year from the time medical examinations were completed. As this is not always the case, be sure to verify the expiry date as soon as the Canada Immigration Visa is received.

If you are approved for permanent residency by IRCC, you must report to the Office within 30 days of landing in Canada. You may report in person to the Office of Immigration at 94 Euston Street, 2nd floor, or email [email protected] to schedule an appointment. Please note that you may be contacted for up to five years after landing with a short survey to update your file.
