Language proficiency and exploratory visit are now mandatory

As of March 14th, the Saskatchewan Immigrant Nominee Programme (SINP) (➨page) Entrepreneur Category has undergone major revisions intended to improve the program's integrity, structure, and consistency with the province's economic objectives. These adjustments reflect a dedication to supporting real entrepreneurship and making sure immigrants make a significant economic and social contribution to Saskatchewan.

Summary of the Principal Modifications

1. Minimum Requirement in Language

There is now a new minimum language requirement of Canadian Language Benchmark (CLB) (➨Appnedix 5) level 5 in order to promote successful corporate development and community integration. This guarantees that candidates have the necessary language proficiency to run enterprises and interact with the community.

2. Mandatory Exploratory Visits

It is now required of all applicants to carry out an exploratory visit to Saskatchewan that lasts for at least five calendar days. This modification removes uncertainty around “business days” and gives applicants enough time to carry out in-depth market research, enabling them to make well-informed decisions about their prospective commercial endeavours.

3. Prolonged Period of Operation

It is now mandatory for applicants to run their enterprises in Saskatchewan for a full year (previously it was 6 months) under a temporary work permit prior to submitting an application for nomination. This extension demonstrates a dedication to long-term business stability by giving entrepreneurs enough time to launch their businesses and significantly boost Saskatchewan's GDP.

4. Limitations on Business Successions from Nominee to Nominee

Applicants may only buy businesses from former SINP Entrepreneur category nominees if the business has been continuously operating for at least five years after the previous owner's Permanent Residence application approval by IRCC. This is done to protect programme integrity and discourage abuse of the succession pathway for immigration purposes.

5. Ineligible Businesses

To meet new issues, the SINP has broadened the list of enterprises that are not qualified. In order to support economic effect and align with programme objectives, wholesale distributor activities, landscaping enterprises, seasonal businesses, and appliance/home furnishing retail businesses have been added.

6. Updated Definitions for Eligible Business Investments

Program compliance is ensured by updates to the qualifying investments criteria. To ensure that investments make a significant impact on Saskatchewan communities, non-essential business cars have been eliminated from the list of eligible investments, and pre-paid lease or insurance payments have been restricted.

7. Requirements for Applicant and Family Residency

It is now mandatory for applicants and their families to live 50 km away from the place of business in Saskatchewan. In order to promote community cohesion and programme integrity, the term “urban” has been expanded to include the census metropolitan areas (CMAs) of Regina and Saskatoon.

6. Updated Definitions for Eligible Business Investments

All applicants must now attend in-person interviews without interpretation assistance within ninety (90) days of the SINP's request. These interviews are essential for determining whether applicants are qualified for the programme and for maintaining accountability and openness throughout the selection process.
