Northwest Territories Nominee Program (NTNP)

The Northwest Territories’ Skilled Worker Stream gives foreign workers in Canada with a job offer from a Northwest Territories employer the opportunity to apply to permanently live and work in Northwest Territories.

Skilled Worker stream is one of the three employer-driven streams of the nominee program, which also includes Express Entry Stream (➨Page) and Entry level / Semi-skilled Occupations (➨Page).

MINIMUM REQUIREMENTS

The following requirements must be met if you are applying to Northwest Territories Skilled Worker Stream:

1- Job Offer Requirement

At the time of your application and at the time the NTNP assesses your application for nomination, you must have a bona fide full-time job offer from a Northwest Territories’ employer in an eligible occupation. Your job offer must be permanent (meaning job has no end date).
The position offered must be in National Occupation Classification (NOC) TEER 0, 1, 2 or 3 (➨Appendix 1) and you must have required qualifications to work in your job in NWT.

The Employer must have a positive Labour Market Impact Assessment (LMIA) (➨immilib.com/LMIA) or proof of job advertising. Your employer must have been in operation for at least one (1) year.

2- Work Permit and Legal Status

If you are currently in Canada, you must have legal status to work and must have a valid work permit for the duration of the application process.
Skilled workers are typically not eligible for nomination when living abroad or in Canada without a valid work permit. However, in exceptional circumstances and depending on the Employer’s business case and operational circumstances, the Nominee Program may consider assessing a file from abroad.

3- Work Experience

You must have one (1) year of full-time experience within the last ten (10) years in the occupation being nominated for.

4- Education

You must have the required certification or accreditation for the occupation based on the Employer’s job description, the job advertisements (if applicable) and the National Occupational Classification’s employment requirements.

If you completed your studies outside of Canada, you need to get an Educational Credential Assessment (ECA) (➨Appendix 3).

The ECA Report must not be more than five (5) years old prior to the date the application is submitted.

5- Language Ability

If your job offer is for an occupation with TEER 0 or 1 jobs, you must have taken an approved test results taken within the past two (2) years and have obtained a minimum score of Canadian Language Benchmark CLB 6 in all for abilities in English or French (➨Appendix 5).

If your job offer is for an occupation with TEER 2 or 3 jobs, you must have taken an approved test results taken within the past two (2) years and have obtained a minimum score of Canadian Language Benchmark CLB 5 in all for abilities in English or French (➨Appendix 5).

6- Settlement Funds

You are required to submit proof of a valid, full-time, permanent job offer that demonstrates your ability to economically settle in the Northwest Territories.

7- Ineligibility

You are not eligible to apply under the Northwest Territories Skilled Worker Stream if:
  • You own/operate or invest in a business within the Northwest Territories.
  • You are a refugee claimant in Canada, a failed refugee claimant, had a removal order, are prohibited from entering or being in Canada, do not have status in Canada or are living illegally in your country of residence.

WHAT STEPS SHOULD YOU TAKE?

Step 1: Get a Job Offer in Northwest Territories

In order to be qualified under the NWT Skilled Worker Stream and submit your application, you must have a bona fide full-time job offer from a NWT employer in an eligible occupation.

As a foreign worker in Canada, you first need to find an employer and secure the job for yourself. The criteria for your job in NWT are explained in “Minimum Requirements”.

If you are currently in Canada, you must have legal status to work and must have a valid work permit for the duration of the application process.
Skilled workers are typically not eligible for nomination when living abroad or in Canada without a valid work permit. However, in exceptional circumstances and depending on the Employer’s business case and operational circumstances, the Nominee Program may consider assessing a file from abroad.

Step 2: Submit Application to NTNP

Under this stream, you do not need to register or submit and Expression of Interest (EOI) and may proceed directly to the application via NTNP Online portal (➨ immilib.com/NTSW-Apply).

To start an application Employers log in to the Online Application Portal and select ’Start an application’ and choose the Skilled Worker category. The online application is designed for Employers to first complete an Employer application and then complete the Nominee Applicant application.

After the application is submitted, you and your employer will receive an email confirming that your file has been received and accepted for processing. This will include your NTNP file number.

An NTNP officer will contact you and/or your employer by email or phone if information is needed to assess your application and will tell you how to send the information.
You and your employer will receive a decision on your application by email. If your application is approved, you will become a Provincial Nominee and get a nomination package by email.

Step 3: Apply for Permanent Residence

If you are nominated by the Northwest Territories, then your next step is to submit a complete application for a permanent resident visa within six (6) months (➨Page).

You must submit your application using the IRCC Permanent Residence Portal (PR Portal) (➨ immilib.com/PR-Portal). 

If your application is complete, you will receive a letter or an email confirming that your file has been received and accepted for processing. This letter is called the Acknowledge of Receipt (AOR) and will include your IRCC file number.

Once you have received your acknowledgement of receipt, you can create an online account and link your application to it. By creating an account, you will be able to receive email updates and a more detailed case status.

Apply for a Bridging Open Work Permit (if applicable)

If you are in Canada on a work permit and your PR application is not finalized, you may be able to apply for a Bridging Open Work Permit (BOWP) (➨Page). This will let you to stay and continue working on a valid work permit until your PR application is finalized.

You may apply for BOWP only if your PR application is approved in principle meaning you have passed the eligibility stage and still have to pass the medical, security and background checks.

Step 4: Landing in Canada

If your application is approved, you will be asked to pay your right of permanent residence fee if you haven't already done so. You will receive a Confirmation of Permanent Residence (CoPR) and if you are from a country that requires a visa you will also be issued a permanent resident visa.

You will only become a Permanent Resident of Canada when you cross a Canadian port of entry. This is referred to as ‘landing in Canada' (➨Page).

You must land in Canada before the expiry date, which appears on your Canada Immigration Visa. Usually, the expiry date is one (1) year from the time medical examinations were completed. As this is not always the case, be sure to verify the expiry date as soon as the Canada Immigration Visa is received.
