Yukon Nominee Program (YNP)

The Yukon’s Skilled Worker Stream gives foreign workers in Canada with a job offer from a Yukon employer the opportunity to apply to permanently live and work there.

Skilled Worker stream is one of the three employer-driven streams of the nominee program, which also includes Express Entry Stream (➨Page) and Critical Impacts Worker Stream (➨Page).

MINIMUM REQUIREMENTS

The following requirements must be met if you are applying to Yukon Skilled Worker Stream:

1- Job Offer Requirement

At the time of your application and at the time the YNP assesses your application for nomination, you must have a bona fide full-time (35-40 hrs per week) job offer from a Yukon employer in an eligible occupation. Your job offer must be permanent (meaning job has no end date).

The position offered must be in National Occupation Classification (NOC) TEER 0, 1, 2 or 3 (➨Appendix 1) and you must have required qualifications to work in your job in Yukon.

The Employer must have a positive Labour Market Impact Assessment (LMIA) (➨immilib.com/LMIA) or proof of job advertising.

2- Work Permit and Legal Status

If you are currently in Canada, you must have legal status to work and must have a valid work permit for the duration of the application process.

If you are in Canada on a student permit, you must have one (1) year of study for certificate programs, or two (2) years of study for diploma programs or completion of a Bachelor program. Foreign Students who are enrolled in the English as a Second Language program at Yukon College must have completed Level 8 of the program.

3- Work Experience

You must have one (1) year of full-time related work experience in the occupation being nominated for.

4- Education

You must have the required certification or accreditation for the occupation based on the Employer’s job description, the job advertisements (if applicable) and the National Occupational Classification’s employment requirements. The minimum acceptable level of education is completion of high school.

If you completed your studies outside of Canada, you need to get an Educational Credential Assessment (ECA) (➨Appendix 3) that proves your education is equivalent to a Canadian high school diploma.

The ECA Report must not be more than five (5) years old prior to the date the application is submitted.

5- Language Ability

If your job offer is for an occupation with NOC TEER 0 or 1 jobs, you must have an approved test results taken within the past two (2) years and have obtained a minimum score according to the following table in English or French (➨Appendix 5).

If your job offer is for an occupation with NOC TEER 2 or 3 jobs, you must have an approved test results taken within the past two (2) years and have obtained a minimum score according to the following table in English or French (➨Appendix 5).

6- Settlement Funds

You are required to submit proof of a valid, full-time, permanent job offer that demonstrates your ability to economically settle in Yukon.

7- Ineligibility

You are not eligible to apply under the Yukon Skilled Worker Stream if you are a refugee claimant in Canada, a failed refugee claimant, had a removal order, are prohibited from entering or being in Canada, do not have status in Canada or are living illegally in your country of residence.

WHAT STEPS SHOULD YOU TAKE?

Step 1: Get a Job Offer in Yukon

In order to be qualified under the Yukon Skilled Worker Stream and submit your application, you must have a bona fide full-time job offer from a Yukon employer in an eligible occupation.

As a foreign worker in Canada, you first need to find an employer and secure the job for yourself. The criteria for your job in Yukon are explained in “Minimum Requirements”.

If you are currently in Canada, you must have legal status to work and must have a valid work permit for the duration of the application process.

Step 2: Submit Application to YNP

If you have all the above requirements, your employer must submit your application to YNP by providing the Application Forms and all supporting documentation.

The Employer, or Authorized Representative, is responsible for completing the application package and submitting it to the Nominee Program.

Original complete application package must be submitted by registered mail or courier or delivered in person. There is no application fee under the YNP.

If your application is complete, you and your employer will receive an email confirming that your file has been received and accepted for processing. This will include your YNP file number.

A YNP officer will contact you and/or your employer by email or phone if information is needed to assess your application and will tell you how to send the information. If you are already in Yukon, the employer must arrange for a screening interview with a Government of Yukon Immigration Officer. Both you and employer must be present.

Upon approval of your application to the YNP, you obtain nominee status and nomination information is sent to IRCC. As a territorial nominee, two letters will be provided. One letter is in support of an application for a temporary work permit, allowing you to begin (or continue) working for the employer while the application for permanent residence is being processed. The second letter is to be included with the application for permanent residence and informs IRCC that you are accepted to the YNP.

Step 3: Apply for Work Permit

If you don’t have a work permit or if your work permit is expiring within six (6) months, when you receive a nomination by YNP, you can apply for work permit (➨Page).

Step 4: Apply for Permanent Residence

Within three (3) to six (6) months of your arrival to Yukon, you must submit a complete application for a permanent resident visa (➨Page). You must submit your application using the IRCC Permanent Residence Portal (PR Portal) (➨ immilib.com/PR-Portal).

If your application is complete, you will receive a letter or an email confirming that your file has been received and accepted for processing. This letter is called the Acknowledge of Receipt (AOR) and will include your IRCC file number.

Once you have received your acknowledgement of receipt, you can create an online account and link your application to it. By creating an account, you will be able to receive email updates and a more detailed case status.

Apply for a Bridging Open Work Permit (if applicable)

If you are in Canada on a work permit and your PR application is not finalized, you may be able to apply for a Bridging Open Work Permit (BOWP) (➨Page). This will let you to stay and continue working on a valid work permit until your PR application is finalized.

You may apply for BOWP only if your PR application is approved in principle meaning you have passed the eligibility stage and still have to pass the medical, security and background checks.

Step 5: Landing in Canada

If your application is approved, you will be asked to pay your right of permanent residence fee if you haven’t already done so. You will receive a Confirmation of Permanent Residence (CoPR) and if you are from a country that requires a visa you will also be issued a permanent resident visa.

You will only become a Permanent Resident of Canada when you cross a Canadian port of entry. This is referred to as ‘landing in Canada' (➨Page).

You must land in Canada before the expiry date, which appears on your Canada Immigration Visa. Usually, the expiry date is one (1) year from the time medical examinations were completed. As this is not always the case, be sure to verify the expiry date as soon as the Canada Immigration Visa is received.
