The Temporary Foreign Worker program is one of the two subcategories of the Quebec Experience program (PEQ) which also includes the Quebec Graduate program (➨Page).

MINIMUM REQUIREMENTS
The following requirements must be met if you are applying to Quebec Experience program – Temporary Foreign Worker subcategory.
1- Work Experience in Quebec
You must have 24 months of full-time work experience, in an occupation that falls under NOC 0, A or B (➨Appendix 1) during the 36 months preceding the submission of your application and you must be currently employed at the time of submission of the application.
2- Language Ability
You must demonstrate minimum proficiency in spoken French, which corresponds to level 7 (B2) on the Echelle quebecoise des niveaux de competences en français.
3- Spouse Language Ability
4- Age
If your spouse or common-law partner is included in your application, he or she must have knowledge of spoken French of level 4 on the Echelle quebecoise des niveaux de competence en français.
5- Financial Self-sufficiency
You must show that you have enough money for you and your family to settle in Quebec following your arrival (➨Appendix 2).
6- Ineligibility
You are not eligible to apply under the Quebec Experience Program if you intend to work in one of the following ineligible employment sectors:
- Payday loans, cheque cashing or pawnbroking;
- Production, distribution or sale of pornographic or sexually explicit products, or services related to the sex industry, such as nude or erotic dancing, escort services or erotic massages.
You are not eligible to apply under the Québec Experience Program if you are a refugee claimant in Canada, a failed refugee claimant, had a removal order, are prohibited from entering or being in Canada, do not have status in Canada or are living illegally in your country of residence.

WHAT STEPS SHOULD YOU TAKE?
Step 1: Work in Quebec
As a foreign worker in Quebec, you first need to find an employer and secure the job for yourself. The criteria for your job in C Quebec are explained in “Minimum Requirements”.
Step 2: Submit Application for a Quebec Selection Certificate
If you meet all minimum requirements including education and work experience in Quebec, you may submit your application in Quebec’s Arrima portal (➨immilib.com/PEQW-Apply).
You must submit an application for permanent selection, transmit the supporting documents for your application and make the payment of the required fees in Arrima. Once your application has been submitted, you will receive a confirmation of receipt in Arrima.
Subsequently, after the processing of your application has begun, you will be sent an e-mail inviting you to provide your attestation of learning about democratic values and the Québec values. The members of your family accompanying you must also obtain an attestation, specifically your spouse aged 16 years or older and your dependent children aged 18 years or older. Persons with a disability that prevents them from obtaining the attestation are exempt from this condition.
To obtain the attestation, you must successfully complete the online assessment or participate in an information session in Quebec. Once you obtain the attestation, it is valid for two (2) years.

Step 3: Apply for Permanent Residence
After obtaining your CSQ, your next step is to submit a complete application for a permanent resident visa (➨Page) within the validity of your CSQ which is two (2) years.
You must submit your application using the IRCC Permanent Residence Portal (PR Portal) (➨ immilib.com/PR-Portal).
Step 4: Landing in Quebec
You will only become a Permanent Resident of Canada when you cross a Canadian port of entry. This is referred to as ‘landing in Canada' (➨Page).
