SUMMARY
Work Permit through International Mobility Program (IMP)
Under the Federal Start-up Program (➨Page), once you receive a commitment certificate and support letter from a designated organization (➨Appendix 4), you will become eligible to apply for a temporary work permit under the International Mobility Program. The designated entity must support the request for a work permit.
Qualified applicants are exempted from the Labour Market Impact Assessment (LMIA) (➨immilib.com/LMIA) under paragraph R205(a) of Immigration and Refugee Protection Regulations (IRPR) (exemption code A77)

Please note that your Commitment Certificate is valid for six (6) months from the day it is issued. You must submit your application for permanent residence before it expires, whether you apply for a work permit or not.

Minimum Requirements
1- Letter of Support / Commitment Certificate
A Commitment Certificate must have been issued by a designated entity (➨Appendix 4) indicating that the work permit applicant is “essential” and there are “urgent business reasons” for the applicant’s early entry to Canada. A letter of support must be linked to the Commitment Certificate from the designated entity.
2- Intention to reside outside Quebec
3- Pending PR Application
You (and all designated essential members of your start-up team, if applicable) must have an application for permanent residence in the start-up business class pending, which was submitted while the commitment certificate was valid
4- Sufficient Funds
You must have sufficient funds to meet the low income cut off for their family size for 52 weeks (➨Appendix 2). This is separate from any investment funds required to commence the indicated business activities.

WHAT STEPS SHOULD YOU TAKE?
Step 1: Submit a self-employed offer of employment
Before you can apply under the LMIA exempted work permit, you must have applied for and received a Letter of Support from a designated organization.
You are making an offer of employment as owner/operator of your business. Therefore as an employer, you must first submit an offer of employment to yourself and pay the employer compliance fee.
If your business has already registered for a Canada Revenue Agency business number, this should be done online using online Employer Portal (➨immilib.com/employer-portal).
If your business has not registered for a Canada Revenue Agency business number, you will not be able to use the Employer Portal. Instead, email the Employer Portal (CIC.EmployerPortal-Portaildelemployeur.CIC@cic.gc.ca) and indicate that you are an entrepreneur.
In your email, include your full name, date of birth, citizenship, country of birth and gender.
If your email request is approved, you will get an email back with forms and instructions on how to submit your offer of employment and pay the employer compliance fee

Step 3: Get your fingerprint and photo taken (Biometrics)
You don’t need to give biometrics if you gave biometrics for your permanent residence application that is still being processed.

You will be contacted to give your biometrics and you will have 30 days from the date on the letter to do it.
In order to give biometrics you need to go to an official biometrics collection service point. You must give your biometrics in person.

Depending on the location, you may need to make an appointment.
Step 4: Arrival with Work Permit

- where you can work, and
- how long you can work
If you’re eligible to apply from within Canada, the work permit will be mailed to your Canadian address.
